San Diegan....
I am thinking into moving into this interesting coop housing in City Heights. I am moving from Mission Hills and I need to find
out if its a safe place to live and work. I will be commuting
by bike and public transportation.

It aint Mission Hills. Crime stats are available on the City of SD site. Look at Teralta West, Teralta East, Castle, Colina Del Sol.

It's the highest crime and poverty area in SD city.

Just in case I decide to move to City Heights, I might as
well buy a bulletproof vest.

I never said that. Unless you are a drug dealer your chances of getting shot in City Heights are low. Some parts of the area are actually pretty decent too, but do your homework - check it out. It's 5 minutes away from where you live now!

That road is a straight shot for me to ride my bike to work. With that being said, I will go all the way down to 54th just to avoid the area.
