My guess is it's someone on drugs riding and either an illegal or a 502 driving.

Yep, I think so too. There are plenty of surface streets to use heading north through RB, althought they do require non-trivial dog-legs.

Yes, depending on if there is another way to get from point a to b. I ride on the 8 out East. You must take every exit. You should never be in a lane of traffic on the actual freeway.

There is (or was) a stretch of the 805 from Sorrento Valley south to Eastgate Mall Road where bicyclists were permitted because it was the only way to get from A to B. However, there now appears to be a trail between the two roads off of Roselle Street so that may no longer be allowed.

But to ride IN the lane of travel? That's got to be drug-induced madness.

I have ridden on the 101 in Santa Barbara County. There are areas west of SB / Goleta where it is allowed. Even up here, there is a short stretch of the 280 where it is allowed, due to no alternative route.

Not that I think it makes it any less crazy to ride on the freeway, but Bikes are allowed on the shoulder of I-15 between Centre City and West Bernardo Dr. I'm assuming he was traversing that stretch. The news report is confusing about which direction he was traveling, but I know from firsthand experience that they get that sort of thing wrong all the time (my best friend was killed in a motorcycle accident and the news incorrectly stated which direction he was coming from, which freaked his wife out horribly thinking he had been lying to her about where he was that night until she double-checked with the police. And ALL of the news stations reported it wrong).
