I don't believe it is government regulated. It's just a smart business and personal practice.

My daughter's apartment complex (San Diego) requires all tenants to have renters insurance -- it's specified as a requirement in the lease contract and she had to show proof of having it in place within 30 days. Some of the other complexes she considered also required it; some didn't. As said above, it's a very small extra (my daughter pays $15 a month for a 2-bedroom), but something you're glad to have when you need it. I would get it even if it wasn't required.
