Sadly, it will be car centric but that's really all that area can realistically support and there is a park and ride as well as a bus stop next to the development so it's about as good as we can expect. Still, with studios up to 3 bedroom apartments we can easily expect a new 20k residents to the area which is pretty darn big for an infill project especially since the area was originally developed in the late 1970's to early 1980's as low density single family homes.
It may be less car centric than you think. They are building a Bus Rapid Transit line along I-15 to Kearney Mesa and Downtown - frequent buses, on freeway bus stops to avoid the freeway off ramp/on ramp issue. Not ideal, but it might make these apartment buildings a viable option for those who work Downtown and Kearney Mesa.

not knocking the ideas though! In fact, just pointing out really that the Navy and Private are probably already working together in terms of using those ports.
Part of the problem is it takes a heck of a lot of room to park those giant Aircraft Carriers not to mention the support ships and associated defensive ships which make up the Carrier Battle Group. Then you have the big submarine base with the facilities to feed, house, and supply nuclear attack subs including the nuclear missile subs. Once you do that then you just have a small part in the southern part of the bay for loading and offloading cargo ships when the newest and biggest ships are so big they can't even navigate into the harbor to begin with much less to the narrowest and shallowest part of the bay in south bay. Thus the need for a new deep water port facing the Pacific Ocean (probably located near Imperial Beach) where even the biggest ships could get in and out quickly without having to worry about clearances for the draft of the ship. Can it be done? Sure. Will it be done? Only if we have real leadership who decides to build it as well as repairing the east-west freight rail line so that cargo can be moved to the rest of the country quickly and affordably.

I'm so tired of the lack of action and the political paralysis because our region needs these infrastructure projects, they'd literally provide thousands of jobs not even counting the knock on effects (and they'd all be good upper five to mid six figure jobs) but we just don't seem to have the will to do any of it. We collectively have lost our will to really envision something better and to make it happen even while people in Asia seem to be envisioning the impossible and making it happen every day.

I don't want more job creation here...it crowds the city, over taxes the infrastructure, and drives housing prices higher.

I wonder if the need just isn't there on a grander scale since PH and Long Beach are already deep ports and filling these needs for SoCal

I'm sure there is room for more competition especially given that the volume of trade just keeps going up and up.
