Poor areas
Blacks = Ghetto
Whites = Trashy (think White trash)

Ghetto has roots in gang banging. Trashy predominately white areas are not invested with gangs. Think rednecks

Furthermore like OP stated, "ghetto fabulous" was a term coined by the black community. Well of Whites rarely glorify white trash living, while the black community does glorify and even to an extent idolizes ghetto life style.
