A recent trip to an ER after 9 PM led me to realize it is infuriatingly difficult to find one. When you search "emergency room san diego" on Google Maps it gives irrelevant results from places that are obviously not ERs. Apparently the UCSD ER (at least the one in La Jolla) is for veterans only, which is vital information that one wouldn't know from looking online. Someone I know was turned away during an emergency because they weren't a veteran.

We eventually found the Scripps ER after getting lost for 20 minutes because they don't have a sign showing the location of the ER; we drove past it twice without realizing it was there. I never imagined it would be so difficult!

Is there an accurate list of 24 hour emergency rooms in the city/county?

All ERs are 24 hr and cannot turn anyone away (not sure about the VA though). Sounds like you went to the VA next to UCSD.

Includes Children and Adult Hospitals Physical Health Hospitals as well as Psychiatric Hospitals. The list provided by Guy includes Urgent Care, which is good.

This is a useful list for the after hours urgent care centers, apparently they are cheaper than ERs (for non-life threatening situations)

Urgent care - around $60 (give or take), ER -$500+, and you're charged for every little thing.
