So I visited SD for the first time this past May and on the plane my husband overhead some people talking about the city government, politics and how the city is bankrupt. Can anyone tell what thats all about? Is the city bankrupt?? Thanks.

The city is not bankrupt. However the City of SD's finances are indeed a mess. You can read more about it here:

Not in any material way, although they claim they are. They at least know what the problems area now. The big hurdle they need to make is to get their financials current so they can get back into the bond market. This should happen this year. Their credit rating is shot until they do this. As a result things like roads, general maintenance have gone down the tubes.
