we are looking into buying a house in Rancho Bernado area? Is there a good time to buy? Aka: Summer or winter? Please advise.

I would say the best time to buy is whenever you can afford to buy. This is not like buying a car when at the end of the year when quota's need to be met.

If there ever was a "best time to buy" a home, many people would wait for that time and by default would become a bad time to buy due to competition.

Summer is when lots of properties are changing hands due to kids being out of school and people wanting to move before the start of the next school year. Lot's of variety of homes for you to pick from, but also lots of competition from other buyers.

Winter, many people want to spend time with their families and moving means having to change schools for the kids, so not many homes go on the market at that time. Slim pickings at this time so you may not find a home that suits you.

This being said, if you are closely watching the news, Qualcomm is preparing to lay off many of their employees. Lots of which live in the Rancho Bernardo area so there may be homes coming on the market later this year when the lay-offs hit and them having to dump their property to move to other parts of the country/world.
