CMU means Carnegie Mellon University to me. Google says it could be California Miramar University at the intersection of Miramar Rd and 15.

Scripps Ranch, Poway? Both safe bets.

Masters of Public Administration.

I sure hope that he isn't moving here to get an MPA at California Miramar University. According to their website they only have a Bachelor's (undergraduate) program in Public Administration, not a MPA program. And, many of their courses are online courses, so there may be no need to move to San Diego to take courses there.

But, more importantly, California Miramar is a for profit school that's had constant name changes and problems over the years. Previously, it was Pacific Western. They changed the name after Pacific Western was named as a "diploma mill" by the U.S. Department of Education.

Frankly, there are much better schools for someone interested in studying public administration. Actually, there are much better schools for people interested in studying anything. (For more information on California Miramar see: http://www.californiamiramarinfo.org/)

The best starting point for someone looking for well-respected, high quality MPA programs is NASPAA. This is an accrediting organization that peer reviews MPA programs to make sure that they meet quality standards. Here's the list of NASPAA accredited MPA programs:

NASPAA Accreditation | The Global Standard in Public Service Education

Several Cal States offer NASPAA accredited MPA programs, would probably end up costing less than California Miramar even for an out of state student or an international student, offer a better educational experience AND a much better credential for finding a job after graduation.

Will one of you need a job? If so, have you looked for one? That might play a role in where you want to live.
