Like if someone lived in North Park and didn't want to drive more than 20 minutes a day, what areas within range could he or she hang out?

As in bars? Malls, parks? More than anything it would be a time of day thing.

As in like what neighborhoods within that 20 minute radius.

The short answer is "it's pretty spread out," but a 20-minute drive radius from North Park would cover a lot, depending on traffic of course. I'd guess you could get to west to Ocean Beach, south to Chula Vista, east to El Cajon and north to Carmel Valley in that time.

That's not spread out at all lol. What about with traffic. That's basically the whole city of San Diego.

6am-7am NOT bad from my experience. 4pm-6pm BAD I agree but disagree on 3pm. 8pm no first hand knowledge but wow if accurate however not too impressed with your accuracy with other times so who knows.

City of San Diego, for example, is really spread out. From San Ysidro (which is the Southern most community in City of SD) to Rancho Bernardo (which is one of the most Northern communities in City of SD) takes about 35 minutes, without traffic, going 70 MPH, that is pretty darn far.

County of SD, fuggetabout it.

Alpine to Ocean/Mission Beach or DTSD is going to be 35 minutes, without traffic, going 70 MPH.

Oceanside to Imperial Beach is 50 minutes, without traffic, going 70 MPH, that is really gosh darn far.

Not trying to impress anyone. These are my observations, yours may vary. I get off work at three and travel N to Bay Park on the 5.

I guess San Diego is pretty spread out, it's just not that big. When we lived in the Bay Area, to go from, let's say the southernmost part of San Jose all the way up to Santa Rosa or Healdsburg, you'd be looking at about a hundred and fifty miles distance, farther than the distance between San Diego and LA, and it would take you two and a half hours. 35 minutes from the border to Rancho Bernardo is nothing.
