Their problem is clear on that link:

"The CPUC will hold two public participation hearings on Jan. 9 in Escondido to allow the public to comment on whether the utility’s operation and management of its facilities prior to the wildfires were reasonable."

The company said it has recovered $1 billion from insurance carriers and another $824 million from Cox Communications and three contractors.

So, where does that money go. If it (fines) goes into the state general fund, and they are allowed to recoup costs from tax payers by raising rates, then aren't tax payers just incurring another state tax or fee?

SDG&E has been going after this for almost 10 years and not letting up. You know they are doing everything to pass the fire costs to the customers.
