Automobile laws are coming along too. For instance California was one of the first to pass distracted driving laws for cell phone use about 10 years ago.

Pedestrian deaths have increased in the past 10 years, so I'm not sure why the need hasn't become more urgent.

Wouldn’t a better way to deal with the issue is to ban and confiscate the seemly illegal scooters all together like some cities do.
They are not really legal to ride in most parts of the city anyways due to unique legal requirements of riding motorized scooters. Apparently they are legal only on bike lanes in most situations and many roads don’t have bike lanes meaning the entire road from sidewalk to sidewalk.
Interestingly I heard the state lifted helmet requirements which I thought never in a million years would a government particularly one like California would ever roll back the nanny state. But it appears the sharing economy lobby is extremely strong.

Folks here are saying they are enforcing.

When these things first came out they were dumped all over the sidewalks people were buzzing by walkers and clipping them on the sidewalks. The city is currently dealing with some lawsuits. I now see dedicated parking spaces for them and after a month or so they appear to be in those spots

So it appears action is finally taking place.

There has always been too many respurces directed at the low hanging fruit. It’s parking it’s always been that way but what a great way to pi$$ off folks that pay taxes here. Hit them with a fine for five minutes over a parking space.

It appears these actions are a reaction to trouble and risk the city has exposed itself to with liability so we hopefully see action here

You gotta be careful I walk and drive DT SD and I have jaywalkers jumpin in front of my car some appear to be under the influence or mentally unstable. I do see the occasional car running reds or not fully stopping and turning into walkers

The scooter issue was is happening ON the sidewalks.

These scooters are a menace and they add no value. In fact, they've been shown to increase green house gases. For the great majority of people, the are a substitute for walking. And since walking is demonstrated to improve digestion, taking a scooter instead results in poor digestion and more methane released via excessive farting. And methane is a much more potent greenhouse gas than CO2. If we don't get rid of these scooters, we're all gonna die.
