I'll be out of 32nd st. I've heard that Rancho San Diego and La Mesa are great areas. Basically anywhere East because the commute isn't quite as bad as if you were North or South of base, right?

Rancho San Diego and La Mesa would be fine
You might consider the areas around Balboa Naval Hospital, North Park, South Park, Golden Hills. . . easy commute to 32nd St. base, (you're going against traffic coming into the city from the South) Also check out the many great condos' downtown, if that's your style. Eastlake area of Chula Vista is nice, family area as well. Good Luck
