We’ve actually reached an oil price decline so steep that the barrel that holds oil is worth more than it’s contents. Crazy.

They also said that prices in California are not going to drop any lower because of our refineries.

I’ve driven maybe 12 miles since my partner last filled my car on the base eight weeks or so ago, still reading full with no driving in sight for several weeks more. I fear by the time I need gas again I will have missed out on the deals and it will be back up to $4.00/gallon

That's because the base material is only one of many inputs contributing to the price of gasoline. The price of those inputs don't all move together on a one-to-one basis.
