As far as I can tell the only ones with lights are Little Italy and Poway, please correct me if that's wrong. If this is the case, Little Italy is my only option because Poway is too far out for me (I live in Oak Park). What's the latest time I could go and there still be dogs there?

Side note - I'm not able to compare SD dog parks to other big cities but it's disappointing to see the lack of funding they receive. As mentioned, most don't have lights and some don't even have grass - neither of which would cost much considering that solar lights could be installed and grass is well, grass.

Re your side note:

Lights and grass actually aren't that cheap. A solar powered light would be at least $15,000 - $20,000 each, and a taller one would cost more. Plus, you would probably want more than one.

Grass requires water, which means an irrigation system and a high "living wage" crew to mow it because well, grass grows.

Otherwise, I completely agree with you. Our parks funding is inadequate and a lot of communities have nowhere near the facilities they need.

And I apologize. I don't have an answer to your question about where you can find a lighted dog park.
