The weather in San Diego in the winter is totally different than NJ. There are people that have outdoor dogs here, and/or leave them in a yard all day long while they're at work, so if you move here, it's something that you'll have to get used to, along with all of the outside cats, too.

True. That's sort of what I meant by it only takes one to change the dynamic of the neighborhood for anyone who's sensitive to it. It's not really the dog's fault.

Years back, a neighbor I'd never met had a golden retriever that frequently got out while he was away, which was often. When I'd see it, I'd lead it back to it's yard without issue. Then one night I saw it and another neighbor walked over to talk to me about it (he would do the same thing rounding it up). I mentioned in passing how the dog was barely noticeable other than when it got out. That's when he told me that the owner had the poor thing's vocal cords surgically cut or whatever to keep it from barking loudly. Apparently some Karen on the other side of the house complained about it enough that he had to do something. It turns out he was a firefighter so he'd be gone for days at a time. I thought that was pretty sad.

Just so you know, a lot of the places you mentioned in the last post are city of SD, and the city allows for certain livestock in residential areas. Chickens for sure, but I think even goats are permissible.

In the nicer areas of town, neighbors are going to speak up about a barking dog all day and night.

Plus there’s probably a HOA with the authority to warn or fine barking dog owners.

There is one better than an HOA...

The County of SD has contact information to report barking dogs. It Doesn't matter where you are in SD Co.

This isn't just to harass dog owners it is to ensure the welfare of the animal. Is it bored? Is it in distress? Is their neglect going on?

And then the Neighbors perspective do they deserve to be kept up at night?

I despise HOAs. But if you have certain sensitivities (and some of us do) its your best bet to avoid the neighbor with the goat or the neighbor that has weeds growing waist high. The dog bark issue is a County enforcement issue you don't need it written into an HOA.

"Code Enforcement" would be the department to seek.

There's someone in Normal Heights that has a pet mini goat, and she lives in her backyard. And there are lots of people that have chickens in the city.
