From the video I've seen, it look like it was a pretty good mix of everything.

I read an update just a few minutes ago, it says most of the money was made of up $1 and $20 bills, but less than $1 million blew out of the truck.

Its interesting reminds me of what I mentioned earlier about lost and found property laws in CA.

Apparently random firms whether public(airports, transit) or private including summer camps, YMCAs, and schools had been bending the rules and L&F policies and (selectively) not returning various personal property to their rightful owners or forcing them to pay for expensive package service rather than letting them pick up the property in person. The COVID excuse is just bogus. The most difficult part is that the rules vary insanely from venue to venue on this.

Legally speaking if lost item is retrieved or turned in it must be safe kept for at least 30 days and efforts must made to find the rightful owner and return the item(without a charge) or turn it to the police. The only exception is perishable goods which can be consumed or disposed of if found and not picked up right away since they can spoil and become a problem. Somebody's expensive winter coat or ski jacket or money for that matter isn't a perishable good. There is no COVID19 or made up CDC exception for this.

Things has changed to more normal these days but I guess if it happened prior to June, they would likely say they don't want to catch COVID, keep the cash money, but you would need to write a check to them to compensate them for what you taken.
