Balboa Park, hands down, is the best park in San Diego. It has culture, art, green space, restaurants, and a dog park! It's very beautiful.

I was thinking Sunset Cliffs too. However, to be different, another one of my favorites is Mount Soledad War Memorial Park. On a clear day you can see Tijuana.

I'd say hands down Lake Chollas Park !
I mean where else can you see some real live homies and their scary pit bulls for free ? Maybe even witness a mugging or a gang fight.

Just kidding.
Balboa Park for all of the reasons the other posters said.
