My new job is going to be at the mirimar marine station, where the 15 intersects with kearny villa rd. What areas are within a reasonable commuting time? What's the furthest out i should look?

It depends on what's reasonable to you. Also depends on hours of your commute. If you're going to commute during rush hour (8-9 AM to work, 5-6 pm back), you probably don't want to live north of Lake Hodges or south of 94. If not, there's an even wider range of possibilities. For instance, during off-peak hours, you can get from Eastlake to Miramar in 25-30 minutes.

im going to be an air traffic controller so my job will have all different shifts....how west can go? wat is traffic like on balboa ave? north pb? mission beach? la jolla? thanks a ton

Those should be okay. AFAIK Balboa does not get jammed at any time, but there are many traffic lights. You'd probably want to take 52 to 5 or 163 to 8 unless you're going home during evening rush hour (in evenings, it takes some waiting to get off the freeway at Garnet Ave. exit into PB). Westward La Jolla Parkway is often jammed.
