What do you mean by upperscale residence?

1600 is not a lot for the best neighborhoods.

Chula Vista has some very nice neighborhoods as does Bonita in your range.

If you're military, try the DoD's Automated Housing Referral Network (www.ahrn.com) When we PCS'd to the area two years ago it was extremely helpful. That's how we found our house in Rancho Penasquitos. It also gives you a good idea of how much house you can rent for $1600. Good Luck!
