im trying to figure out if that is possible? can i get a permit to close down a street for a few hours and make it private? or is it still a city owned street which i am allowed to use for the X amount of time? any codes, laws or info would be helpful.

You can get a permit from the city, we do it every year for our 4th of July block party. You can find information on the city's web site.

i know where to get the permit. the permit doesn't say anything about it becoming private property though.

It's not private property, it's city property. You don't get to control who comes through, just the city will block the cars. You want a private party, do it in your backyard.

Why don't you contact the city attorney in the jurisidiction? Or a property law attorney? They can probably help with more info. There is no permit that I know of that converts public property to private property in the way you seem to be describing.
