One bedrooms go for $700 in El Cajon. It's safe too. Escondido you may be able to find some in the 600's, but Escon get dicey and many areas the predominant language is Spanish. The southern part and outskirts are really nice though.

General IT might not be, but specialized IT is. If you have a skill that very few others have - a niche system or otherwise - it's terribly easy to find work in the profession. It's the ones that fresh graduate with a Computer Science bachelor's degree that will have trouble. Too cookie cutter for the industry.

Example: AS/400. If you know that system very well and can prove it, there are tons of banking-related companies looking right now, because hardly nobody knows that system. Not only is it a guaranteed in, but you might even be able to name your own salary in confidence.

Anyway, to the OP: Others have suggested areas that definitely will have rents in your price range. I submit to you that you really need to be clear about what type of area you're wanting to be in. If you want to be in a place like La Jolla, forget it, but you might be able to get away with rent in that range in the older areas of San Diego - the farther away from the beach the easier it is, BTW.

If you are highly skilled you will always be able to find a job. The specific techology is really not that important. You are correct that niches like mainframe or BI or firmware command high demand due to small talent pools. Alas, many people in IT are weakly skilled, with poor basic computer skills and minimal engineering / scientific problem solving skillsets.
