There are plenty of people in both Orange County and San Diego who eat pizza and get their hair done.
So, you need to dig deeper -- much deeper -- in order to determine where the best place to locate your prospective business may be.
One factor to consider: both hair salons and pizza restaurants need
physical space to operate. So, do your homework on both the availability of retail space and the cost of retail space in both counties, and in areas within those counties, as part of your research. You'll also want to research and compare how different retail locations draw consumer traffic and the competitor businesses in close proximity.
You will, of course, also want to research California state laws/regulations applying to operating a business, as well as state and local laws relevant to the type of business you plan to run. There are major differences in the regulations for a hair salon and a restaurant.
You might try getting in touch with the SBA SCORE office in each county. They have free advisers/mentors who can help you answer these sorts of questions and help you determine what the market outlook is like for the business(es) you're considering, or at least point you in the direction of where to find the information you'll need to put together a viable business plan. They also offer excellent free and low cost workshops for people interested in starting small businesses. Give the offices in both counties a call.
