Car theft is nothing. Only people foolish enough to leave valuables in plain sight need worry about it. As far as a shooting, unless you have some details for us, it was likely people who knew each other.

HUD makes no geographic distinctions... the only relevant factor is there are no pre-set or maximum rents for Section 8 units. Housing pays market rents based on comparable in the neighborhood.

More than 11,000 Oakland families receive rent assistance under Section 8... In addition, Oakland Housing administers Section 8 Path to Home Ownership, Shelter Plus, Family Unification and Conventional Housing...
I'm sure there is a stark contrast since section 8 occupants tend to lower rent and real estate appeal.

I'm well aware of Section 8 so we are clear though the HUD program doesn't descriminate however the building owners do and have free choice on whether they want to allow it. Sometimes developers will make deals with city officials in order to get zoning permits, but it's not a common practice. There is entire section 8 housing complexes that are federally funded. You can see these buildings scattered around the inner city.

Please don't misinterpret my recommendations, I'm glad these programs exist and am grateful that Oakland doesn't have 2000 unit projects like there is in NYC!

Car theft isn't a make or break deal for me either.

I will say I live just above the lake and know of many cars that have been stolen within my apt complex or along my road. One doesn't have to leave out a shiny camera to get their whole car stolen.

I don't have specifics on the shooting so I just assume the worst and remember that I do live in the OAK.

Oakland's crimespotter is your friend as was radio reference's OPD scanner stream.

Matter of fact OP do me a favor and hit this link and run back about 3 weeks and look at how the crime numbers change as you look south of I580 this should give you some piece of mind.

Anyway, Lake Meritt is not particularly close to Mills College. Mills is next to Seminary Ave in Deep East Oakland. If she's not familiar with that type of area, then as a rule of thumb she should avoid anywhere past High St. Laurel is a fairly safe neighborhood that's a lot closer to Mills than Lake Meritt, and also a lot cheaper. It also has a robust strip on MacArthur Blvd.
Yes this is solid advice.

Temescal and the Lake Merritt area are not particularly convenient for students attending Mills unless they have a job and need to commute to both work and Mills.

Laurel is a much more realistic choice than Temescal or the lake.

If there were more shopping options for Frick or Maxwell Park, then I would recommend those 2 but Laurel is right there and has much more retail, shopping, restaurants, banks, etc.

Well that's my point. You don't need $2000 to rent near Lake Merritt.

I live near Mills, and I've had students from Mills living in my neighborhood. Generally, my neighborhood if full of married/partnered couples, families with children, and the smattering of sketchy folks (it is not Deep East Oakland out here, but actually Central East Oakland), so there's not much for a college student to do and hang around.

If I were a Mills student, the best bet is to live on campus. Baring that, I'd live along the NL, 57, 58L bus lines, as those stop in front of the campus, and as such are one bus line away. The 58L and NL will get you the Lake Merritt/Adams Point/Brooklyn areas (basically Grand Ave. and Lakeshore Ave. below MacArthur around Lake Merritt) and both areas are well populated with professional singles.
