That is the Lower Bottoms of West Oakland and it's not really a safe area.

Not safe. That area is known as the "Lower Bottoms," and it's very rough. That spot is a couple blocks from the Campbell Village public housing projects. There is a small patch of West Oakland that is quiet and well kept, around McClymonds High School, and there is some new development over at 10th and Market, but it's mostly not a good area.

By safe do you mean "safe to sell crack without getting caught"? If so, I would say yes, it's very safe.

As someone who lives in West Oakland, I have to say it's not the greatest neighborhood. As a general rule, the closer to 980 you are, the safer it is.

Jack London Square would be a notable exception to this rule, but the lower bottoms are rougher than areas closer to uptown/downtown

No, it's a killing field. A lot of homicides have happened in the area. If you moved there, you would be confined to your home, or possibly shot in the streets. I'd rather live in Kabul, Afghanistan.

If you want to live in Oakland maybe check out the Rockridge area. It's much safer and there are a lot of very nice restaurants and shops in the area. I just got a studio apartment there which was a good price. The building also had a 1 bedroom apartment that was $1100 a month which is cheap compared to places in SF which would be more like $1500 or more, so hopefully you can find a rental or a condo or whatever that is affordable. And a friend of mine lives in this area and has a 2 bedroom which is $1200 which is very reasonable by Bay Area standards. I've looked at Rockridge in the past and it always seemed as expensive or more so than SF for rentals but maybe not today.

Even less expensive than Rockridge is Piedmont Ave, about $950 for a 1 bedroom. I'd pass on living in West Oakland. (And Piedmont Ave has quite a few cute shops. Not quite as many as Rockridge, but its a sizable commercial strip.)
