Tracy, Manteca and other towns in that area will probably be the cheapest and it's about an hour or less to San Francisco.

An hour from Tracy to SF? Not bloody likely!

"Nicest and least expensive" do not go well together in California, especially in the Bay Area. Comparing Bay Area real estate, I would recommend Roseville, just north of Sacramento. It is a 2 hour drive during NON-commute hours to SF but not DURING commute hours. It has a good infrastructure for shopping and all conveniences.

Depends on traffic. I've done it in an hour when traffic was light. If the OP is thinking about a daily commute between Tracy and SF, than it will take more than hour.

Vallejo is a great place to live if you need to work in SF. They have a Baylink ferry that runs daily. Also, if you need to take your car, its about 45 to an hour drive to sf depending on traffic.

Good Luck.
