I have no clue but I know I get second-hand whiffs of the stuff a lot when I'm out in San Francisco and, surprise, in Berkeley. Like serious second-hand smoke from someone smoking weed on the street. The first time I realized what was going on, I guess my face showed surprise. The guy who was smoking was like, "I'm sorry, miss". I shrugged it off because, well, it was San Francisco. I know, for sure, if people are smoking weed on the streets then the cops can't be stressing people too much or they're a level of stupid that I don't understand. Either or maybe both.

No reason for the police to be "stressing people" about smoking marijuana. San Francisco made marijuana possession and use a lowest priority for the police and DA. And if they did decide to "stress" someone it would only be a ticket because it's an infraction not a crime in California. It would probably cost the taxpayer more money for law enforcement to process the ticket than they would get if it ever got paid.
