I honestly believe that Northern California is becoming more and more like France every year. San Francisco is the Paris of Nor Cal. A more moderate France but very similar in alot of ways.

Its a somewhat upscale travel magazine. Their readers aren't ranking cities on being "the best" overall. They're ranking them on things a relatively sophisticated traveler would appreciate (hotels, restaurants, cultural attractions, history, etc...). On that basis Charleston and Santa Fe are very, very nice.

Sante Fe in the top 3 maybe, but Charleston, SC is puzzling ? In that genre I'd probably take nearby Savannah, Ga.
