Mission Blvd. between 680 and 880 is possibly the busiest spot in all of Fremont.. for something like that to happen in broad daylight, during a time when the World Cup was on, doesn't scream gang activity to me.

There are no strong hold of gang sections in Fremont. Fremont is very wealthy city with very high housing prices

Fremont is generally pretty safe all around, but the one iffy pocket that I'm aware of would be the Fremont-Union City border area. Still, it's not considered high crime, just a bit "worn" at the edges. The best would be Mission San Jose, Warm Springs, Weibel, Kimber/Gomes, Mission Valley and Cameron Hills. Others, such as: Ardenwood, Glenmoor, Parkmont, Niles, Irvington, Downtown, Cherry/Guardino are perfectly fine family neighborhoods, with soaring property prices due to folks being priced out of Santa Clara County neighborhoods. I don't believe gangs are an issue.
