We're thinking about moving to SF Lower Pac Heights Area/Japantown area. Is the area family friendly? I notice that there is a Hamilton Recreation Center pool and playground, which seem like nice facilities but I'm not sure how crowded/rowdy they get (my child does not do well in crowded facilities.) Is the proximity to the housing projects an issue in this neighborhood?

It's a nice area overall.

There are a few projects; there's one on Post St, on the North side of the Japantown Center, and then there's another on Geary, to the south of it, plus another one a couple blocks down Fillmore.

Car break-ins in the area are epidemic. If you walk down Geary on a Friday or Saturday night, every other car will have a smashed window... no joke. You can find the discarded purses, jackets, backpacks, etc. in the gutter or bushes next to it. A couple years ago, the SFPD did a big sting and arrested a large number of people from the projects as well as Asian-American kids from the area. I don't know why they don't continue to do so, since it's obviously a recurring problem.

The facilities are nice, they're newer, and you get a mix of the local inhabitants there. If your kid doesn't deal well with crowds, you may want to figure out when the off-peak hours are and just take them around then.

Overall though, the area is safe, and is pretty family friendly. I see more families around there than in most other parts of SF. You also may want to look at the Inner Richmond neighborhood, which is a mile or West down Geary.
