Our new Woodrow Wilson bridge across the Potomac here in VA/MD has a great bikeway that goes across it. People use it just for fun even if they have nowhere to go on the other side. You should have one there too. Someone could make a business just renting bikes for tourists to cross.

Funny, some tourists would probably use the bike lane on the west side bike path if it existed to ride to the island, but not many will continue to Oakland. Long ride - 10-12 miles or more - to get from SF to anything worth riding to in Oakland for tourists.

Tourists do have the Golden Gate, which at about two miles is a lot easier on the casual bike-riding tourist. And there are definitely businesses renting bikes to tourists.

I doubt many people will bike commute on bay bridge even if there was an option. It will be a long ride and the current ramps connecting it to city streets are too steep for anyone but dedicated and fit riders. Also there is no space to a bike lane of the western span.
