Sorry, both of my kids got HS they wanted and so their friends. And in January they call it "open enrollment" process. Maybe it's a problem after March, when they get all kids assigned.
Interesting that you complain about your HS - Mills, which is the best public school in this district with rating 10 out of 10

SMUHSD has an open enrollment policy, in which you can request to attend any of the SMUHSD schools (if there is room). Priority enrollment (what you are referring to as Open enrollment) is the process of going through registration to be assigned to your local "home district" high school.

However, if you wish to attend another SMUHS other than your home district school, for example if your home home district school is Aragon, but you would like to go to Burlingame or Mills, you must fill out intradistrict transfer forms (and if there are more requests than openings, a lottery is held. And some get in and some don't).

I've not complained about Mills. It's an excellent school.

Sorry, we didn't fill any forms at that time... but kids are out of college now.
Maybe SMUHSD has become much more bureaucratic.

Nope, their policy has been as twins4lynn described for many years: San Mateo-Foster City School District: What school will my child attend?

It sounds like I need to be prepared for a lot of paperwork and keeping my fingers crossed. Is it correct to still just try to live near the school you would like and you are automatically eligble? Or is it because so many children are criss-crossing to various schools that now only a lottery is in place? Does this only apply to high schools or is this also for the middle and elem. schools as well?

If you live on the peninsula you absolutely can send your children to their local schools and the only paperwork you will fill out is the regular enrollment forms. Occasionally a school will be full at a certain grade level (this pertains to elementary school only) and the school will reassign new kids to another school in the district.

It is only if you chose to send your child to another school in your district (not your local "home district school", then you have to fill out more paperwork and perhaps it will go through a lottery.
