If you want cooler summers, then you will want to be in the part of Alameda County by the bay. The Oakland/Berkeley Hills are a big dividing line in terms of temps, west of them (Berkeley, Oakland, San Leandro etc) have way cooler summers, and if you go east of there (Orinda/Lafyette/Walnut Creek/Pleasanton) the summers are way hotter, though Orinda/Lafayette are kind of in between. It can be 70 in Oakland, 80 in Orinda and 95 in Walnut Creek in the middle of August.

Honestly it sounds like you'd like Oakland, yes, it has a lot of really nice areas. I'd look at Rockridge and the Piedmont Avenue areas. Rockridge is around $1100 and up for a 1 bedroom, though rents have been going up here, also a problem with Rockridge is that it doesn't have very many apartments since it's mainly houses, which helps squeeze prices up, though it's still generally cheaper than Berkeley and way cheaper than SF where a 1br is easily over $1500 now. The Piedmont Ave area has a lot of apartment buildings, should be able to find a 1br for around $1000 to $1200, maybe a 2br for around 1200-1400. There's a ton of other cool areas in Oakland but these two are some of the best for public transit access. The Temescal is pretty good too, cheaper than Rockridge, but has some grungy parts.

Schools aren't very good in Oakland but you could move somewhere else by that point. Alameda and Albany are pretty similar and have way better schools, Albany is kind of pricey though but still cheaper than SF. Alameda seems pretty similar in price to the nice parts of Oakland.

Otherwise I'd look into Berkeley, Alameda, San Leandro/San Lorenzo, Berkeley, El Cerrito and Albany, and see what you find for 1br's and 2br's. Do some searches of the forum here for more info, there should be a ton of topics about Oakland.

This is an old post from 2011 that looks like it was just resurrected. :-) The rental prices certainly reflect that fact.

I didn't notice the date in the OP but when I got to the part about $1100 rent in Rockridge I knew something was up
It also highlights the insanity of housing costs in the Bay Area. It's been creeping up for ages but the last 5 years made things ridiculous.
