Here's one that is in a good neighborhood for less than $2k but you'll need to move fast: 1125ft² - $1985/ 2 Br 1Ba Westside/Quiet Neighborhood!

You really shouldn't have trouble finding a 2 bedroom apt on the peninsula for a little under 2K. For a bit warmer climate than Burlingame, look at Belmont and San Carlos.

It depends on what you want. If you want a suburb with a real downtown, then I'd cross Foster City off the list. The best downtowns on the peninsula are (in order) San Mateo, Redwood City, San Carlos, South San Francisco, Burlingame and San Bruno. Hillsdale, Millbrae and Foster City do not have real downtowns; Hillsdale has a mall but the other two have little to nothing.

And whoever said that the only parts of RWC to look at are west of Alameda de las Pulgas and North of Jefferson doesn't know RWC that well. The A-G streets East of El Camino and anything South of Jefferson between Clinton and Alameda De Las Pulgas is fine. The main part of town to avoid living in is around Middlefield Rd on either side of Woodside.
