Ride the CA welfare/disability system with an all day buzz.

Turk Street by The Warfield parking (Mason-Taylor block) was crazy then, so I can only imagine what it's like now. Go two blocks west by Turk and Leavensworth? Sketchy but not really that bad. Go two blocks north to O'Farell and Mason? Yuppie shopping. That was four years ago, and it's gotten worse since.

In general, just stay out of the triangle bounded by O'Farrell, Civic Center, Market. The only vice you can't find there is pros. For those you go up to Hemlock St. Tenderloin's really a collection of micro-neighborhoods only a few blocks in size. You've got Little Saigon, UC Hastings, the UC Hastings dorms and sandwiches, The Mexican Restaurant Row, Bohemian/Olympic Clubs valet parking Bentleys, Academy of Art, Yuppies in "TenderNob/Lower Nob Hill", Williams-Sonoma, Neiman Marcus, cable cars, $200++ dollar a night hotels, and the best dive bars in San Francisco. It's a lot more than just homeless addicts, drug dealers, and crime. Then again, all of that is there so it's not really BS. I mean, you should see the faces of the lost tourists that accidentally wander a bit too far down Geary from their Union Square hotels, and Geary is pretty harmless aside from delicious food and awesome bars (and SRO Hotels). God help the tourists who make the wrong turn out of Westfield Mall and end up on on the next block over -- Turk between Mason and Taylor.

If there's anyplace else you can go in the world in a block from liquor sold through a window

... well, I'm unaware of it.

If you're trying to say that the Tenderloin offers a lot more opportunities for people who are actually living in the hood vs. opportunities in the hood in Oakland then I 100% disagree. San Francisco does not offer **** to its underclass... for example, there's no SF equivalent to Youth Uprising or East Side Arts Alliance (state of the art centers that serve at-risk youth for free in the arts, school, job searching, etc). The closest I've seen to those in the City is Inner City Youth in Lakeview or Larkin Street Youth, and LSY is more geared towards getting kids out of the street instead of providing high-level programs. ICY is doing great work in Lakeview but there is no ICY equivalent in Sunnydale, Fillmore, Bayview, the Mission, etc. Most at-risk youth in the City are on their own if they're not successful in school.

He's referring to Season 3 of the Wire.
