I'm in a rent controlled apartment in SF. Rents have jumped up in the last year and a half since I got the place. The landlord is looking for an excuse to break my lease. I want to switch out my roommate, but the landlord's lawyer refused the request as part of their attempt to negotiate me out of the apartment.

The rule says:

"The tenant may request the landlord to consent to a new replacement roommate only one time per existing tenant residing in the unit in any 12 month period,"

I assume the rule intended to require each tenant to stay 12 months. But the wording is ambiguous. Technically, there's two roommates, and if we requested again, it would be 2 requests, or one per each roommate. Anyone have any experience in anything like this?
