Relative to the rest of the Bay Area (or the U.S. for that matter), Oakland is indeed "dangerous, urban and poor".

It really depends on where you're talking about. I certainly don't feel like I live in a dangerous and poor neighborhood living in JLS, yet less than a mile away, there are some really rough patches of West Oakland that fit the description. There are parts of Oakland that rival the nicest and most expensive parts of San Francisco, there are parts that look like a typical, suburban parts of CA, and there are parts that are worse than Baltimore, St Louis, and Detroit in term of poverty and crime. Trying to sum up a place like Oakland in those terms is just silly; it's a complicated place with very distinct neighborhoods, and your day-to-day experiences are going to very wildly depending on where you live and hang out.
