You're probably right. I was on the 38 Geary one time where a MUNI employee and, I think, a cop came onto the the bus and started ticketing people.

It happens, but in a year of being back, I've seen it happen once. When I get on through the back door of a bus, I tag my Clipper Card but I always see people that just don't bother.
