We have a long way to go, but I am very impressed at the progress thusfar:
“Today, the Oakland Unified School District stands as California’s most improved urban school district and our city is home to some of the most innovative and high-performing public schools in the state,” the report read. However, “a majority of Oakland’s public schools struggle to equitably and excellently serve students, particularly students of color and those from socioeconomically disadvantaged or language minority backgrounds.”

According to the report, only five of Oakland’s public schools met the minimum Academic Performance Index, or API, of 800 or greater in 1999. As of 2012, 42 Oakland schools have met that mark.

That is awesome! Finally, some positive news about Oakland. All the media seems to mention about Oakland are the negatives.

I wouldn't call it positive as much as less negative, or simply objective.

Despite the progress, the report found that when compared with California schools of similar characteristics, including student ethnicity and socioeconomic status, percentage of English learners and teacher credentials, 70 percent of Oakland schools fell below average and nearly 35 percent of all schools ranked in the bottom 10 of 100 comparable schools.
The information on the frighteningly low and falling graduation rate for minorities, the inflating of grades (only 40% receiving As are proficient, and 20% of students receiving Bs) is also troubling. Improved, but still lacking.
