As the OP, the bottomline is simple. The under 35 crowd too young to remember the Plunkett Super Bowls as I did like the Raiders for the image and nothing else. Again, the Mexican fandom is largely due to Plunkett and Flores being champions and Mexican.

In the late 80's ,grade school age kids bought Raider gear because of Bo Jackson commercials and NWA. That is the bottomline. The 49ers were winning Super Bowls and the Raiders were winning over wannabe Gangstas. My like towards the Raiders waned greatly around this time. Kids couldn't name a player besides Bo Jackson but wore Starter Gear. Where are those kids now that they are in their late 20's and 30's ? Probably rooting for the 49ers or Patriots. So what's left is largely a Blue Collar Mexican Fanbase outside of East Bay. East Bay sure as hell doesn't pony up 8 times a year to truly sellout (covered seats don't count) so the fanbase is now what it is. Lower income thugs and wannabe ganbgstas that can't afford tickets scattered throughout the Southwest.

So yes. Time to promote the Imperial Valley for training camp and set up shop in Mexicali to get the team back to the roots of their fanbase from the Pre Bo Jackson era.

Or, move them to Las Vegas where they have just as many fans these days as L.A. Neither one will happen, but a LV move is more likely than playing on the border....on that side.

No one in L.A with the money or clout to actually move the team wants the Raiders in SoCal. L.A has been persuing the Jaguars who are looking to capitalize on a larger market than Jacksonville.

Who would even want the Raiders after what they accomplished in Oakland? No Superbowl wins, burdening the city with tens of millions of dollars in payments per year. The only city that actually wants the Raiders is Oakland, and that's because all of their sports teams are on the way out of the city.

There are more Raider fans at The Q than at Alameda Coliseum.Embarrassing for the East Bayers who can't pony up 8 times a year in their backyard. Yet, the So Cal fans take over The Q each year. That in itself justifies a move to So Cal....or Imperial Valley/Mexicali.
