I'm hesitant to go in there, or near there. If I have a layover there, what should my strategy be? Besides going to a motel.

watch out for muggers, less than 10 minutes getting off the bus a guy tried to rob me as I was waiting for a friend to pick me up

Depends on the time. I think it is fine during the day but at night it can become scary. Suggestion walk downtown toward city hall and you will be allright.

It is a transitional area, that is improving. The biggest issue is that that block is a little deserted at night. There isn't much foot traffic over there, but it isn't too bad. Be aware of your stuff and surroundings, and you'll be fine. . East of the bus station is better than west.

You'll be fine for a layover. I had a layover there once over 20 years ago. I found it to be a little scary. Obviously I survived. And the neighborhood has improved easily 10 fold since then. Downtown Oakland is pretty safe (and very safe compared to most downtown areas).
