You can't find anything under $500K in EPA - I lived there for a few years, and saw homes next-door selling for $800K and up!! It might be the "ghetto of the Peninsula," but it's still the Peninsula... minutes from Palo Alto/Stanford, Menlo Park, Atherton, Mountain View, Los Altos, and many other nice towns. Plus a lot of people have moved in EPA for the "cheaper" prices, which in turn has raised said prices. Bleh.

Not me... ironically I almost moved to Suisun City because of a job offer, and was living in EPA at the time. It's really not that bad of a place, and location, weather & my wonderful neighbors outweighed Suisun's "positives." But to each his own, I suppose. Fyi, the main reason I turned down that job was because of a better offer in San Francisco - otherwise I would've taken it, just because it was the first offer (not because I liked Suisun/Fairfield, which I really didn't).

the median home price in EPA is $632,000 according to zillow.com-expensive compared to other working class towns elsewhere, but very cheap by peninsula standards.

It's really how far you want to commute, and what you want to consider as living in the Bay Area. A lot of the towns on that list are quite far away from San Francisco, but nevertheless, are considered in the Bay Area.

To be straightforward and to the point: Oakland (East and West Oakland), Emeryville, Richmond, and East Palo Alto are the cheapest spots in the Bay Area.

Here's an easy way to solve the question... go to craigslist SF Bay & search for apartments under $900/mo., or to a realty site & search for homes (in the greater Bay Area) under $500K - see what towns pop up, and there's your answer!
