Is masters in renewable energy engineering is better than masters in Vlsi engineering???
which university is better for engineering Santa clara and san jose state university???
and better placements in companies after graduation?

This depends on your professional career path. VLSI is geared towards the semiconductor industry. Renewable Energy Engineering obviously is aimed at solar power and the like. There probably is some overlap in terms of subject matter.

I personally am not too fond of overly specific degree paths unless you really have your heart set on a field because it tends to pigeonhole you as a professional, and people do change careers several times that have little to do with their educational training. Perhaps a general electrical engineering degree might be a better bet?

Both SCU and SJSU are great schools for engineering, in general. SCU, being a private school, will be pretty pricey but being smaller, you will feel less lost in the shuffle. SJSU is of course a relative bargain but they've taken a lot of budget hits due to the state's finances and that might affect resources available such as class availability. Both schools have lots of alums in the industry so you will be served well in terms of networking.

Peak global energy usage will arrive and pass a lot quicker than many realize. After that peak, the energy industry will become a lot more mundane and cost driven.

Meanwhile, I do not foresee much of a decline in electronics.

I'd vote VLSI.
