This reads very roaring 20s or 1999 during the height of the dot com boom. There are a lot of these kinds of articles lately.

I don't think billionaires/this level of wealthy will be noticeably affected by a bust. Though we all know these things cycle, so surely you are right that it will ebb and flow. And then, it will be more that the uber rich will be more discreet b/c you don't want to flaunt and make the poors feel bad. It's in poor taste. [this is what happened in early 2000's-everyone kind of reeled things in, even though the wealthy were still taking big trips and their lifestyle remained largely unchanged.]
