Im curious where they are from / country? they look hispanic but they tend to be smaller in stature compared to Mexicans and they look different

they are usually around 5 ft to 5 ft 5 in height and appear more indigenous or less european in looks

I would guess possibly Nicaragua / Guatamala? maybe Peru?

SF does have more central american people than other parts of the Bay. On the whole indigenous people from central america and mexico tend to be on the shorter side. But there is a lot of genetic diversity in Mexico itself. But you could also be running into people from places like Guatemala.

I was near a group walking by on the street and I listened to them talking and they sounded like they were speaking another dialect or language than typical Spanish from Mexico, I think they are from someplace in South America.

I did notice some rather short Mexican looking guys usually sporting backpacks in some parts of the city. Most always in groups of 3 or more. What I have noticed is that they have very short necks. Most of these individuals are no more than 5ft tall. I was thinking they hail from the most rural parts of Mexico. Are they legal to work here ?.. or just work for peanuts and not reported by employers?

They're not Mexicans. Most Mexicans are heading back home.
They are Martians. They work for Google. It's the next wave of immigration.
Bonus for Google. Because they are small more can fit on one bus.

These people are Guatemalan, and they are shorter than 5 ft tall. Sort of like a brown cabbage patch doll. Most likely, here illegally.

they may have been speaking a Mayan language like this lady from Guatemala

sounds like one of the indigenous languages [not related to Spanish]

I went to Tijuana and i can confirm Mexicans range from five feet to five five.
