Cool, windy? SF sometimes. Not the East Bay, not windy, hardly at all. A nice breeze occasionally, but not wind.

It can during winter when cold, dry winds from the north come down but I don't feel like it happens that often though.

The East Bay Hills frequently get windy.

Not the Berkeley Hills, except in a rainstorm, hahahaha! How long has it been since one of those happened? But seriously, I'm not sure what we're calling "wind" here, but it's rare in the hills, except during a storm. Maybe there are microclimates, pockets of windier weather and less wind.

The East Bay hills get wind warnings/advisories plenty of times when there isn't any rain in winter. During summer when the fog is rolling over the hills it can get pretty windy too.

Anyone remember this windstorm from Dec:

I felt like it knocked down more trees and did more damage than that big "hella" rainstorm earlier that month. That was a cold and dry windstorm.

That windstorm was a rare deal, though, and it wasn't just in the hills. It was the whole Bay Area. The region does get some freak phenomena from time to time.

That storm was a bit more extreme but high wind advisories, not necessarily of that magnitude, are not that uncommon. From Feb: Wind Advisory With Gusts Up To 50 Mph In Effect For North, East Bay « CBS San Francisco

During summer the hills can get windy from the fog and it seems like every other week when that fog makes it farther inland the valleys get pretty windy too. It's a chilly/cold wind but not dry.

Just last week in fact. The same set up that produces so called "Cold Santa Anas" down south can and does happen here. We don't get the scattered showers, normally, but we do get the cold advection.
