Developer ready to present term sheet for CNWS

"CONCORD, CA (Dec. 7, 2022) — Concord First Partners LLC’s proposed term sheet for the Naval Weapons Station development adds 3,323 residential units and includes 879 junior accessory dwelling units (ADUs).

CFP will bring its plan for the 2,275-acre site to the City Council at a special meeting Jan. 7 at the Senior Citizens Center. The term sheet was released last week, and there has been one public meeting so far. Another is scheduled for Dec. 15. There will be time for further public comment at the Jan. 7 meeting.

This is the second time the council has wrangled over a term sheet for the multi- billion dollar project. Last year, Lennar Five Point and the city reached an impasse over the use of labor for the project. The city refused to extend the deadline for the term sheet in February 2021 and the deal tanked. CFP is committed to a project labor agreement with the building and construction trades for all construction.

The new development group is comprised of 45% Seeno Co. Discovery Builders, 45% Lewis Concord and 10% California Capital & Investment Group. Its plan differs from Lennar’s in that it covers the entire project instead of just the first 500 acres.

The additional units “make the project financially feasible” for CFP, said Guy Bjerke, director of Economic Development and Base Reuse.

“While we are building the market rate units, they will have an ADU attached – giving the owner an affordable rental unit,” said Bjerke. “This way, they don’t have to use up additional land to meet the city’s 25% affordable housing commitment.”

The traffic congestion in this area is already awful and all the proposed transportation plans with this project do not really seem to address it. The project is even worse now with fewer people taking BART and the possibility of the North Concord BART station being closed completely. I don't how they think can cram 13K homes in the vicinity of one of the worst bottlenecks in he Bay Area; 4/242.

The city has been consistent in its demand the development includes more affordable housing than the state requires."

"Concord wants a guarantee that local labor is used, which was a sticking point with Lennar. The company pulled out of the project in March 2020 when its initial exclusive negotiating agreement expired and its negotiations with local labor unions failed."

If they don't build here, they will build on the outskirts and either way, the traffic will continue to increase on 4/242.

Concord To Restart Search For Naval Weapons Station Developer

The city abandoned its agreement with the last developer after being widely criticized by the community.

"The Concord City Council will once again consider how to go about selecting a master developer for the former Concord Naval Weapons Station at its meeting Tuesday."

"Development of the 5,046-acre site on the city's northeast side has been the city's biggest issue since the Navy abandoned it in 1999. The Navy officially designated it as surplus and made Concord the area's local reuse authority, of which 2,300 acres are targeted for 13,000 units of housing and millions of square feet of commercial space.

The site will also be home to a new 2,540-acre East Bay Regional Park, named Thurgood Marshall Regional Park - Home of the Port Chicago 50, commemorating the nearby Port Chicago tragedy during World War II.

The city abandoned its agreement with Seeno after being widely criticized by the community. Among the points of contention between the city and the developer were CFP's requests to amend the agreement to give them early property rights and reimbursement of costs should the deal fall through.

The Concord City Council — acting as the Local Reuse Authority — unanimously approved Brookfield Properties’ massive 2,300-acre reuse plan in a four-hour special meeting Saturday.

The vision for the sprawling portion of land is a huge mixed-use and transit-oriented community — the largest development currently underway in the Bay Area. It would comprise roughly half of the site’s total 5,046 acres — a portion of land south of the still-existing Military Ocean Terminal Concord, which sits on the Sacramento-San Joaquin River Delta."

I wonder what they'll do about the topsoil? The Navy must have used 10 million gallons of Roundup on that land. You could smell it from Martinez for decades.

That’s a rapid acceleration for a project that’s taken nearly two decades and three different master developers to conceive the latest billion-dollar vision: tens of thousands of homes and millions of square-feet of schools, offices, shops and restaurants."

"If all goes according to plan, that process will kickstart a 24-month timeline for the developer, Brookfield Properties, to hammer out several crucial planning documents, including a Specific Plan and Environmental Impact Report. At the same time, the city will tackle an Economic Development Conveyance agreement with the U.S. Navy to officially transfer ownership of the property to the city.

Brookfield’s team expects to have all the necessary entitlements ready for final approvals by Concord’s Planning Commission and City Council by Jan. 2026."
