Why isn't Sacramento a part of the Combined Statistical Area for Bay area, especially since there could be people travelling daily using the Capital Corridor?

If Bridgeport/New-Haven can make it in the CSA for NY, why not Sacramento for SF Bay Area?

The huge greenbelt on 80 is kinda of a factor. Even Stockton and Sacramento really shouldn't be combined as they are.

Stockton is part of Sacramento's TV Market, but its not part of Sacramento's CSA. In fact, every indication points to Stockton becoming part of the Bay Area CSA in the coming years because the percentage of its commuters coming to the bay is near the necessary threshold(15% is required, its currently at 12-13%)

Its about the number of commuters, or there has to be at least a 3-mile wide overlap in development or there has to be broad regional support for such consolidations.

Someday definitely, but not yet.

Stockton and a few other cities such as Salinas, Watsonville, Monterey, Santa Cruz, and possibly even Modesto are considered by many to sort of be unofficial parts of the Bay Area. There are definitely the commuters, and Bay Area news outlets often have stories in their local coverage/sections for events in these areas.

As for Sacramento, someday for sure...it is far, but there are the commuters. And hell, it ain't too far--I get reception from a couple Sacramento radio Stations every now and then while in SF.
