Thank you for your inputs.

Mine is a town house. I already got permit and permit is needed too. Due to current contractor's refusal to honor the contract, I am considering cancelling contract and also voiding the current permit. The goal is to hire new contractor, new plans and new permits and ultimately get work done. Current contractor is licensed and will hire only licensed. All other jobs - I intend to DIY as much as I can.

Most likely, I will go with option 2.
That sounds good, OP. I hope you can be released from the contract w/the current contractor without having to sacrifice your right to post reviews about the guy, though. Other people should be warned of this scheister.

I wanted to update this page. I went ahead with the same contractor and got the job done.

Primary reasons are: Time, Stress of having incomplete project in my mind.

Thank you all for your support and inputs.

It sounds like it worked out in the end, then? No other unexpected or excessive charges?

I accepted the change of contract terms that the contractor wanted. The conflict was about the change of the terms. The change of terms increased my cost. In the end, the job is complete and they did it on time(this was nice).

If I had to redo it, I would not choose this contractor(obviously). I would have done it differently altogether. Pull up permit on my name, hire a good handyman that has good references to do the job. The plans submitted to the city for this project were really basic and anyone with basic engineering drawing course could have done them.
