In San Francisco, the prevailing wisdom is that newer buildings have better sound insulation and are quieter, while older buildings are relatively loud.

Is this the same down in the valley?

What new buildings? 98% of the housing stock was built pre 1980.

I don't know about the housing stock in that area, but I know that in general, houses and apartments were built without insulation for decades. Although it depends on the builder, of course, houses build before the 1990s frequently are uninsulated. Insulation started to be put in more because of energy efficiency, but sound proofing is also a side effect.

What houses built in the 90s? There's probably 1000 sfhs in the Bay Area built after 1980.

No, it's all housing units. The majority of housing units are detached single family homes in the Bay Area.
